What is the "legal reason" for selecting an age group before creating an Account.

COPPA (Children's Online Privacy Policy Act) is a law that ensures child privacy pertaining to marketing and collection of information for children under the age of 13.  Parents will need to create an Account for children under the age of 13.  For children 14-17, parents will receive notification that their child has created an Account.  A different sales path is created for adults 18+, which does not deal with COPPA.
